Coastal Treatment Plant Regional Flow Study

At its March 5, 2026, SOCWA Board of Directors meeting, Project Committee 15 (PC-15) approved a professional services agreement with MKN/Ardurra, to prepare the Coastal Treatment Plant (CTP) Regional Flow Study.

The purpose of the study is to evaluate planning-level regional wastewater conveyance and treatment alternatives associated with potential future decommissioning of the CTP and identify major infrastructure requirements, operational impacts, regulatory considerations, recycled water impacts, and planning-level costs.

The study evaluates three primary regional alternatives:

  1. Redirection of Laguna Beach and Emerald Bay Services District flows to Orange County Sanitation District (OC San) Plant No. 2 and SCWD’s flows to the MNWD’s Regional Treatment Plant (RTP) in Laguna Niguel.
  2. Redirection of all CTP flows to the SOCWA’s JB Latham Treatment Plant (JBL) in Dana Point.
  3. Redirection of all CTP flows to the RTP.

The final draft report will be presented at the July 9, 2026, Board of Directors meeting.
