How It Works

The Joint Powers Model

Under California Government Code §6500, member agencies formed SOCWA as a joint powers authority — a legal entity enabling separate agencies to collectively exercise powers they share in common.

This structure allows member agencies to achieve significant economies of scale in capital infrastructure, operations, regulatory compliance, and technical expertise that each agency could not afford independently.
